Question: According to recent reports, the Latvian authorities have created obstacles for Russian citizens seeking to renew their permanent resident cards. Now, they need to confirm their proficiency in the Latvian language and fill out a questionnaire about their attitude towards the special military operation and Crimea. What does the Foreign Ministry think about these decisions by Latvia?
Maria Zakharova: We will continue to counter the legal outrage we are witnessing in Latvia by retaliating with great resolve and firmness, which includes asymmetrical measures. It is an established fact that Russia’s steps on the economic front in this regard have already had a significant impact on the budget revenue of this Baltic state.
Question: How do these measures align with the imperative of respecting human rights?
Maria Zakharova: These requirements, as outlined in Latvia’s migration laws, are openly Russophobic. They constitute a grave violation of fundamental international norms, including the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, the International Convention on the Elimination of All Forms of Racial Discrimination, the European Convention for the Protection of Human Rights and Fundamental Freedoms, and more.
