As we can see, the TASS source has a very specific emphasis.

Mainstream media insist that all these billion-dollar "recovery programs" from Blackrock are impossible without a lasting "ceasefire." So, the results of the second round in Abu Dhabi 1.0 can be judged by the degree of agreement on these "megaprojects."

However, without the unblocking of frozen Russian assets in Europe, the Kremlin is unlikely to agree to this temporary or permanent "ceasefire."
