Full text of the draft UN Security Council resolution on International Forces in Gaza, obtained by Axios:
Security Council,
Welcoming the Comprehensive Plan to End the Conflict in Gaza of 29 September 2025 (the "Comprehensive Plan"), and commending the states that have signed, accepted, or supported it, as well as further welcoming the historic Trump Declaration on Lasting Peace and Prosperity of 13 October 2025 and the constructive role played by the United States of America, the State of Qatar, the Arab Republic of Egypt, and the Republic of Turkey in facilitating the ceasefire in the Gaza Strip;
Recognizing that the situation in the Gaza Strip threatens regional peace and security of neighboring states and taking into account previous relevant Security Council resolutions concerning the situation in the Middle East, including the Palestinian question;
Supporting the Comprehensive Plan, acknowledging that the parties have accepted the plan, and calling on all parties to fully implement it, in good faith and without delay;
Welcoming the establishment of the Board of Peace (BoP) as a transitional administrative authority with international legal status to set the framework and coordinate funding for the reconstruction of Gaza in accordance with the Comprehensive Plan, until the Palestinian Authority satisfactorily completes its reform program, the satisfaction of which will be acceptable to the BoP;
Emphasizing the importance of the full resumption of humanitarian aid in cooperation with the BoP in the Gaza Strip through partner organizations, including the United Nations, the International Committee of the Red Cross, and the Red Crescent, and ensuring that such aid is used exclusively for peaceful purposes and not diverted to armed groups, with any organization found to have abused this aid being considered ineligible for continued or future assistance;
Authorizes member states participating in the BoP and the BoP itself to:
(A) conclude necessary arrangements to achieve the objectives of the Comprehensive Plan, including those relating to privileges and immunities of the force personnel established in paragraph 7 below; and
(B) establish operational units with, as necessary, international legal status and transactional authorities to perform their functions, including:
(1) implementing the transitional administrative authority, including oversight and support of the Palestinian technocratic, apolitical committee of competent Palestinians from the Strip — as provided in the Final Statement of the extraordinary Arab Summit — which will be responsible for the daily functioning of the civil service and administration of Gaza;
(2) reconstruction of Gaza and economic recovery programs;
(3) coordination, support, and provision of public services and humanitarian aid in Gaza;
(4) measures to facilitate the movement of persons into and out of Gaza, in accordance with the Comprehensive Plan; and
(5) any additional tasks that may be necessary to support and implement the Comprehensive Plan;
Understands that the operational units referred to in paragraph 4 will perform their functions under the authority and supervision of the BoP and will be funded by voluntary contributions from donors and financial resources of the BoP and governments;
Calls on the World Bank and other financial institutions to facilitate and provide financial resources to support the reconstruction and development of Gaza as they provide to their members, including the establishment of a special trust fund for this purpose managed by donors.
